The Election Commission of Bhutan is pleased to inform the general public that the Functional Literacy Test (FLT) was held on 1st of October 2021 in 152 test centers across the country. As in the past, test centers were taken to the Gewog level to encourage people to take part in the local government elections. A total of 3,637 individuals had registered as on the last date of registration, i.e. 20th September 2021.

On 1st October 2021, a total of 2,195 eligible citizens appeared for the Functional Literacy test comprising, 1,823 males and 372 females.

For the first time, 5 citizens living with disabilities (PwD), 3 males and 2 females, aspiring to contest the upcoming LG elections, also appeared for the FLT.

On the day of FLT, there were certain compelling circumstances that required the Commission to intervene and facilitate individuals to appear for the test. However, the Commission had to bar individuals who turned up without Voter Photo Identity Card (VPIC) or the Citizenship Identity Card (CID) as this had been widely communicated as a mandatory requirement.

The FLT was conducted in two parts. The written test was held in the morning followed by the VIVA-VOCE on the same day in strict compliance with COVID-19 health safety protocols.

The Election Commission would like to extend its appreciation to all stakeholders involved in the conduct of the test, including school teachers for taking up the role of invigilators and Gewog Administrative Officers for logistical arrangements.
