mECB App Policy

General Information

The Election Commission of Bhutan (ECB) built the “mECB” Mobile Application as a free app for officers in the polling station to relay election information to the National Counting Center during all elections.

This mobile application is built by the commission at no cost and is intended for use as the major tool for expediting the relay of election information such as voter turnout, age-wise turnout, and election results of the candidate from polling stations. This application will be applicable for use in Bhutan only.

This page is used to inform visitors regarding our policies with the collection, use, and disclosure of Personal Information if anyone has to use our Service.

What personal information do we collect?

In order to use the “mECB” and its service, they will have to provide a valid Bhutanese mobile number and citizen ID. Number as login credentials to verify the user if they are registered to use the mobile application. The registration of such users will be done via a Web Application called RO Dashboard. 

How does the app work?

The user is first appointed as Presiding Officer and his information like Bhutanese mobile number and Citizen ID No is registered for the usage of the mobile application. The user is officially appointed to a polling station during elections.

The user is then allowed to download the mECB application during refresher training and make their first login. After that, the users shall use the synchronizing mode to download the candidates for the polling station.

During the poll day, the user login into the application and use the application to send the following information to the National Counting Center.

  • Voter turnout report
  • Age-wise report
  • Election Results

This expedited the relay of information from the polling station to ECB HQ during the poll day in all elections.

The application will not be functional for users who are not registered as Presiding Officers during elections.

How do we use your information?

The Election Commission of Bhutan will use the mobile number of the user to contact them in case there is a need to verify the election information from the National Counting Center. 

Privacy

Personal details collected (phone numbers, Citizen ID Number) of the users will not be made public and we assure that the information will be used only for the purpose mentioned in this privacy policy.

What permissions do we ask and why?

The permissions asked by the mECB app and the reasons for the permissions are given below:

– SMS: This permission allows the app to convert the data, entered in the mobile app, to a structured SMS and send it to SMS number 2018 hosted in the Election Commission of Bhutan.

Dispute Resolution

In the event of any disputes or claims arising from using this service, it will be settled through alternative dispute resolution in accordance with the Election Act of the Kingdom of Bhutan, 2008, and related rules and regulations.
