The Election Commission of Bhutan (ECB), pursuant to Section 178(d) of the Election Act of the Kingdom of Bhutan, 2008, hereby notifies the general public that the Functional Literacy and Possession of Skills Test (FLT) for aspiring candidates to the two Dzongkhag Thromdes of Phuentshogling and Thimphu shall be conducted as per the schedule outlined below:
1.Commencement of registration for FLT: 29 April 2026
2. Last date and time for FLT registration: By 5:00 PM of 19 May 2026
3. Written Test and Viva-Voce: 22 May 2026
Registered voters of Phuentshogling and Thimphu Thromdes intending to contest elections to the post of Thromde Tshogde Tshogpa in the upcoming Thromde Elections 2026, are required to register online through https://tinyurl.com/FLTRegistration on or before the above-mentioned deadline. The venues of the test will be published on the ECB’s website (www.ecb.bt) after 19 May 2026 and also made available for verification at the respective Dzongkhag Election Offices.
Individuals already in possession of the FLT Certificates issued in the past by the ECB shall not be required to appear for the above-mentioned Test for the Thromde Tshogde Tshogpa of Phuentshogling and Thimphu Thromdes. However, they are required to obtain the new Certificates from the respective Dzongkhag Election Offices after 26 May 2026.
This notification pertains only to the aspiring Thromde Tshogde Tshogpa candidates of Phuentshogling and Thimphu Thromdes. The FLT for candidates aspiring to contest the Local Government elections to the Gewog Tshogdes and Samdrup Jongkhar Thromde will be notified at a later date.
