The Election Commission of Bhutan (ECB), under Sections 35 and 178 (d) of the Election Act, 2008 and Section 21 (d) of the Local Government Act, 2009, is herein modifying the Public Notification No. ECB/DoECE/(01)/2026–2027/171 dated 1 October 2026, and informing the general public that a re-test for the Functional Literacy and Possession of Skills Test (FLT), for both Levels 1 and 2, shall be conducted for interested individuals who were not successful in the first round conducted in September 2026. The schedule shall be as given below:

Last Date and Time for Registration : 12 October 2026 (5:00 PM)
Functional Competency Assessment (Written) : 24 October 2026
Functional Competency Engagement (Viva Voce) : 24-26 October 2026
Declaration of Results : 29 October 2026
Registration may be done any time before 5:00 PM of 12 October 2026, online, through the link https://flt.ecb.bt. The test will be conducted in three regions (eastern, western and central) namely, Bumthang, Thimphu and Trashigang. Those individuals from the 10 Gewogs and 9 Dzongkhag Throms notified earlier, who have already registered, may choose any one of the above three test centers and indicate their preference through email to <spenjor@ecb.bt>. The test for all registered individuals and the venue of the test centers for all registered individuals will be published on the ECB’s website www.ecb.bt and its official Facebook page after the last date of registration i.e. after 12 October 2026.
