The Election Commission of Bhutan (ECB), further to Public Notification No. ECB/DoECE/(01)/2026-2027/2039 of 17 July 2026, hereby reminds all those who are registered for the Functional Literacy and Possession of Skills Test (FLT), to appear for the Test as per the schedule below:
1. Functional Competency Assessment (FCA) – Written Test: 1 September 2026 (by 8:45 am)
2. Functional Competency Engagement (FCE) – Viva-Voce : 2 – 4 September 2026 (as per your randomized sequence)
All FLT candidates are required to:
1. Attend the test (both FCA and FCE) in formal national attire (Gho/Kira).
2. Bring the items mentioned below:
a. Citizenship Identity Card (CID) or Voter Photo Identity Card (VPIC);
b. Pen with blue or black ink; and
c. A non-programmable calculator.
1. Leave mobile phones, smart watches or any other unauthorized electronic devices outside the FCA hall and FCE rooms.
2. Verify their assigned test centre online using the link https://flt.ecb.bt or obtain the information from the respective Dzongkhag Electoral Offices or the ECB Head Office.
