The Election Commission of Bhutan (ECB) informs the general public that the registration for the Functional Literacy and Possession of Skills Test (FLT) for the Second Phase of the 4th Local Government Elections 2027 closed at 5 p.m. on 10 August 2026.
A total of 3,696 aspiring candidates registered for the FLT as follows:
• 2,227 (1,973 male and 254 female) for Level 1 (Gup, Mangmi and Thromde Ngotshab)
• 1,469 (1,072 male and 397 female) for Level 2 (Gewog Tshogpa and Thromde Tshogpa)
All registered aspiring candidates are hereby reminded and advised that the Functional Competency Assessment (FCA), the written test, will be conducted on 1 September 2026, while the Functional Competency Engagement (FCE), the viva voce, will be held from 2 to 4 September 2026.
The FCA and FCE will be conducted at the respective test centres: FCA from 9:30 am – 12:30 pm on 1 September 2026 and the sequence for the FCE shall be randomised and conducted over the next three days (2-4 September 2026), depending on the number of applicants.
The final list of test centers shall be available from 17 August 2026 onwards. Please check your test center online, from the Dzongkhag Electoral Offices or the ECB Head Office and appear at your assigned test center for the FLT on the dates mentioned above.
