The Election Commission of Bhutan (ECB) celebrated National Voter’s Day (NVD) 2026 today at the Jigme Singye Wangchuck (JSW) School of Law, Pangbisa, Paro, coinciding with the International Day of Democracy.
In line with the theme “Reimagining Democracy: Celebrating Partnership, Inspiring Participation,” the occasion highlighted the importance of active citizen participation, institutional partnership and continued efforts to strengthen Bhutan’s democratic and electoral processes.
The ceremony was blessed and transformed by the gracious presence of Her Royal Highness Princess Sonam Dechan Wangchuck, Founding President of the JSW Law as the Guest of Honour. The presence of His Excellency Shri Gyanesh Kumar, the 26th Chief Election Commissioner of India, as the Chief Guest on the occasion and the presence of the ECI delegation made it a memorable event. The visit marks two decades of formal partnership between the ECB and ECI, since the establishment of the ECB in 2006, and is a special reminder of the journey of two Election Management Bodies, so different in size and scale, yet bound by the common purpose of delivering free and fair elections and deepening democracy in our respective countries. The partnership has evolved through the years, from the sharing of electoral knowledge, experience and technology to a broader partnership encompassing institutional development, capacity building, professional exchanges and engagement with a global agenda.
The National Voters’ Day is being celebrated today across all the 20 Dzongkhags, enabling citizens across the country to participate in the celebration of democracy and voter participation.
Key Highlights of National Voter’s Day 2026 celebrations
The programme included a statement from the Chief Election Commissioner of Bhutan and Keynote Address by The Chief Guest, His Excellency Shri Gyanesh Kumar reflected on the importance of democracy while highlighting the scale and complexity of election operations in India, including critical functions such as electoral registration, conduct of polls and declaration of results. His Excellency also urged the young voters of Bhutan to actively participate in the democratic process and emphasised the importance of exercising their right to vote.
Launch of New ECB Initiatives:
Coinciding with the National Voters Day, the ECB launched a number of initiatives aimed at strengthening electoral administration, institutional capacity and public engagement:
1. ECB Strategic Road Map 2026-2036, sets out the ECB’s strategic direction and priorities for the next decade.
2. Election Result Administration (ERA) System: A digital system designed to cover the entire electoral cycle from electoral roll and postal ballot administration to candidate nomination, election preparation, polling, results consolidation and verification, announcement and post-election reporting.
3. Thromde Election Report 2026 is a documentation of the conduct and key aspects of the 2026 Thromde Elections and provides an important institutional record and future reference.
4. -eLearning4 Electoral Integrity is a digital learning platform designed to strengthen the knowledge, skills and professional capacity of ECB officials, while promoting the highest standards of ethics, integrity and professionalism in electoral service.
Celebrating Two Decades of ECB and ECI Partnership
An introductory video screening was presented to commemorate two decades of cooperation between the ECB and ECI, highlighting key milestones and the longstanding partnership between the two institutions.
Democracy Reels Competition
Prizes were awarded to winners of the “Democracy Reels” competition, which was open to the public to encourage creative expression and engagement on democracy and electoral participation. The announcement of the competition was made on 20 August 2026 and a total of 71 reels were received from the Democracy Club members and citizens across the country.
National Voters’ Pledge
As part of the celebration, attendees collectively recited the National Voters’ Pledge, reaffirming their commitment to responsible participation and the values of democracy.
Continuing the Celebration on 16 September
The celebration of National Voters’ Day will continue on 16 September 2026 with a series of programmes in Democracy House, Thimphu.
The ECB Democracy House will host a series of experiential zones and exhibitions showcasing Bhutan’s electoral systems and processes. The Experiential Zones and Exhibition will feature:

● Quiz Zone
● Voting Process
● Education Hub
● Photobooth
These interactive spaces will provide visitors with an opportunity to learn about Bhutan’s electoral process, explore electoral technologies and engage with democracy in an interactive and accessible manner.
Through the National Voters’ Day celebrations, the ECB reaffirmed its commitment to credible elections, active citizen participation, institutional partnership and continuous innovation in electoral service, while recognising that a vibrant democracy depends not only on elections, but also on the informed and meaningful participation of its citizens.
