Declaration of Results of the Functional Literacy and Possession of Skills Test (FLT) for Phuentshogling & Thimphu Thromdes

The Election Commission of Bhutan (ECB) conducted Functional Literacy and Possession of Skills Test (FLT) on 22 May 2026, for aspiring Thromde Tshogpa candidates of Phuentshogling and Thimphu Thromdes

A total of thirteen candidates in the two Thromdes, seven in Phuentshogling and six in Thimphu registered for the FLT through the online registration platform, which remained open from 29 April to 19 May 2026. Of the thirteenregistered candidates, seven were male and six female. 

Upon scrutiny of the applications, only five were found to be eligible to appear for the FLT, including three from Phuentshogling and two from Thimphu. Eight candidates were declared ineligible to sit for FLT due to the following reasons:

1.Five candidates were not registered voters of either Phuentshogling or Thimphu;

2. Two candidates withdrew their applications; and

3. One candidate was found to be an incumbent Tshogpa whose existing FLT Certificate is valid for the upcoming elections.

    Accordingly, five candidates appeared for the FLT. Three successfully attained the minimum cut-off score required for the award of the certificate.

    The ECB congratulates the successful candidates and extends its appreciation to all applicants for their active participation in the test. The unsuccessful candidates are eligible to appear in future FLTs, as and when called in the respective Thromdes

    The general public is hereby informed that the FLT for candidates aspiring to contest the Local Government Elections in the 205 Gewogs and Samdrup Jongkhar Thromde will be announced in due course of time.
