The Election Commission of Bhutan (ECB) is pleased to announce the following vacancies for regular appointment:

Interested candidates fulfilling the eligibility criteria may submit their applications along with the required documents on or before 5:00 PM, September 22, 2025 through the e-Recruitment System. Selection process shall be based on open competition.

Dy. Chief Election Officer

  • Bachelor’s degree with a minimum of 12 years of work experience or
  • Must be minimum at P3 plus two years in service  

Dzongkhag Electoral Officer (DzEO)

  • Bachelor’s Degree with a minimumof 8 years of work experience or
  • Must be minimum at P4 plus two years in service
  • Vacancies approved for three Dzongkhags

Legal Officer

  • Bachelor’s Degree (LLB)+ PGDNL
  • Selected Candidate with 4 or more years of work experience will be appointed at P3.
  • Selected Candidate with less than 4 years of work experience will be appointed at P4.
  • A Bar Council Certificate is mandatory.

Dzongkhag Electoral Registration Officer (DzERO)

  • Must have a minimum of 70% in Class X, XII, and Degree.
  • Must hold a degree in Information Technology/Computer Science.

General Criteria for All Posts

  1. Academic transcripts of Class X, XII, and Degree.
  2. Valid Security Clearance Certificate.
  3. Copy of Citizenship Identity Card.
  4. Latest Medical Fitness Certificate (valid for at least six months).
  5. Audit Clearance (for in-service candidates).
  6. No Objection Certificate (NOC) from the parent organization (for in-service candidates).
  7. Drug Test Certificate (to be submitted upon selection).
  8. For applicants, marks will be calculated as follows:
    • Class X: English + best 4 subjects
    • Class XII: English + best 3 subjects
  9. Final selection will be based on a merit system:
    • Academic (25%): Class X – 5%, Class XII – 10%, Degree – 10%
    • Written Exam : 50%
    • Viva Voce : 25%
  10. Candidates will be shortlisted based on the academic criteria specified in Sl. No. 9.
  11. Written Examination is mandatory; shortlisted candidates will be called for Viva Voce in a 1:3 ratio (Post: Applicants).
  12. Work experience from the private sector must be notarized.
  13. Work experience shall be calculated from the date of employment upon completion of bachelor’s degree as determined by the HRC.
  14. Candidates must be proficient in both Dzongkha and English.
  15. Not more than 45 years on the date of appointment for pre-service candidates.
  1. Qualification must be formal degrees from RGoB-recognized universities/colleges.
  2. Selected candidates must commit to a minimum of 4 years of active service, including probation.

Non-submission of any of the above documents or incomplete submission shall lead to the rejection of the application. Copies are acceptable for the application. However, a candidate shall produce original documents at the time of the interview for verification.      

Note: – The written examination for the shortlisted candidates will be held at 10:00 am on September 25, 2025. The venue will be announced on the ECB website.
