Conduct of Second Round of Functional Literacy and Possession of Skills Test (FLT), 2026

The Election Commission of Bhutan (ECB) hereby notifies the general public that the Second Round of the Functional Literacy and Possession of Skills Test (FLT) shall be conducted as per the following schedule, for the ten Gewogs and nine Dzongkhag Throms with 2 or less FLT Level 1 Certificate holders.

Commencement of Registration                                    : 1 October 2026

Last Date and Time for Registration                              : 7 October 2026 (5:00 PM)

Functional Competency Assessment (Written)              : 17 October 2026

Functional Competency Engagement (Viva Voce)         : 18 – 20 October 2026

Declaration of Results                                                    : 27 October 2026

Place for conducting the FLT                                          : Thimphu

Gewogs and Dzongkhag Throms

1.Tsaenkhar Gewog, Lhuentse Dzongkhag;

2. Samrang Gewog, Samdrup Jongkhar Dzongkhag;

3. Phuentshogpelri Gewog, Samtse Dzongkhag; and

4. Bidoong Gewog, Trashigang Dzongkhag

5. Getana Gewog, Chhukha Dzongkhag;

6. Dramedtse Gewog, Monggar Dzongkhag;

7. Tading Gewog, Samtse Dzongkhag;

8. Gelegphu Gewog, Sarpang Dzongkhag;

9. Senggey Gewog, Sarpang Dzongkhag; and

10. Yangtse Gewog, Trashi Yangtse Dzong

11. Bumthang Dzongkhag Thromde;

12. Haa Dzongkhag Thromde;

13. Trashigang Dzongkhag Thromde; and

14. Tsirang Dzongkhag Thromde;

15. Dagana Dzongkhag Thromde;

16. Paro Dzongkhag Thromde;

17. Trashi Yangtse Dzongkhag Thromde;

18. Trongsa Dzongkhag Thromde; and

19. Zhemgang Dzongkhag Thromde.

    Registered voters from the above-mentioned Gewogs and Dzongkhag Thromdes wishing to participate in the Second Round of the FLT can register any time before 5:00 PM of 7 October 2026, online, through the link https://flt.ecb.bt

    The FLT shall be conducted in Thimphu. The exact assignment of the test center(s) to applicants will be published on the ECB’s www.ecb.bt, and its official Facebook page after the last date of registration i.e. after 8 October 2026. For further information and clarification, interested individuals may contact the ECB Head office at 17839128/ 17671387 or the respective Dzongkhag Election Offices.
