Pursuant to Section 178 (d) of the Election Act of the Kingdom of Bhutan, 2008, the Election Commission of Bhutan (ECB), hereby notifies the general public that the Functional Literacy and Possession of Skills Test (FLT) for the aspiring candidates of all the Gewogs in the country and Samdrup Jongkhar Thromde shall be conducted according to the schedule outlined below:
1. Commencement of registration for FLT : 17 July 2026
2. Last date and time for FLT registration : 10 August 2026; 5:00 PM
3. Written Test (FCA) : 1 September 2026
4. Viva-Voce (FCE) : 2 – 4 September 2026
Registered voters of the Gewogs and Dzongkhag Thromdes of the20 Dzongkhags except Phuentshoglingand Thimphu Thromdes, intending to contest elections to the post of Gup, Mangmi, Thromde Ngotshab and the Gewog and Thromde Tshogpa in the upcoming Local Government Elections, 2027, are required to register, before 5:00 PM of 10 August 2026, online, through the link below: https://tinyurl.com/FLT-Registration-LG2026. While a tentative list of test centres are provided for registration purposes, the venues will only be finalized after 10 August 2026. The final list will be published on the ECB’s website (www.ecb.bt) and also be available for verification at the respective Dzongkhag Election Offices.
Individuals already in possession of the FLT Certificates previously issued by the ECB and who intend to contest elections for the post of a Tshogpa only, are not required to appear for the upcoming FLT. Based on the earlier FLT Certificates, they will be issued the Competency Level 2 certificates, which shall be available for collection from the respective Dzongkhag Election Offices after 16 September 2026.
The Competency Level I Certificate is a mandatory requirement for all Gup, Mangmi, Thromde Ngotshab and Level II Certificates for the Gewog and Thromde Tshogpa aspiring candidates to file candidate nominations.
